Saturday, June 18, 2011. Cupcake wrappers are easy to make. Make a single cut to an existing paper liner and remove the bottom. Create a template by laying flat onto a piece of cardstock. Be careful not to press out all the folds of the paper liner. Doing so will create an oversized wrapper. Using decorative edged scissors, trim the top edge of the wrapper.
