Tentu saja jawaban sederhananya adalah untuk membiaya pembangunan jalan tol itu. Jepang harus mengembalikan pinjaman Bank Dunia untuk pembangunan tol tersebut. Sebenarnya pembayaran hutang Jepang kepada Bank Dunia sudah lunas pada tahun 1990, tapi kenapa sampai tahun ini kalau masuk tol masih harus tetap membayar? Link ke posting ini.
