In Memory of Georgia Little Shield. OTIC is a local food pantry and youth program on the Cheyenne River Sioux Reservation in North Central South Dakota that is here to help the people. Harsh Cold Breaks Pipes, Office Flooded. During this past cold snap in South Dakota, Okiciyap had a pipe burst inside the building and flood most of office area and the new addition. The food was not harmed, thank goodness! .
